How do banks in Egypt add omnichannel, video and AI to Cisco Finesse under Central Bank of Egypt rules?
Egyptian banks answer to the Central Bank of Egypt, and Banking Law No. 194 of 2020 makes customer data and accounts confidential, so many keep the contact center on their own servers. Upstream Works runs omnichannel, video, knowledge and AI on-premise inside Cisco Finesse today; Totalix for Cisco follows on-premise in January 2027.

Questions buyers ask
Does Egypt’s data protection law apply to banks?
Mostly not. The Personal Data Protection Law, No. 151 of 2020, excludes personal data held by the Central Bank of Egypt and the entities it supervises, except money transfer and exchange companies. Banks follow the Banking Law and CBE rules instead. For organizations the law does cover, its grace period ends on 31 October 2026. Confirm your position with counsel.
What does the Banking Law say about customer data?
Article 140 of Law No. 194 of 2020 makes customer data, accounts, deposits and related transactions confidential, and Article 142 binds anyone who sees that data at work to keep it confidential, during and after their job. Chat transcripts, call recordings and video sessions carry that data, which is why many banks keep them on their own servers.
Can an Egyptian bank use a cloud contact center?
The Banking Law doesn’t ban cloud, but CBE rules call for written outsourcing contracts with confidentiality and continuity terms, and providers that handle customer data must be registered with the CBE, which generally doesn’t register companies outside Egypt (Baker McKenzie’s summary). Check your own case with counsel.
How quickly must Egyptian banks answer complaints?
Within 15 days of receipt, under the CBE’s instructions on protecting bank customers’ rights, with complaints taken free of charge by phone, email, branch and other channels and reported to the CBE every quarter. Seeing every channel of a complaint in one timeline helps the team answer inside that window.
Can video, knowledge and AI stay on-premise too?
Yes. AgentNow live video, UW Knowledge & Assist and UWXP, the AI layer, run on-premise with Cisco Finesse today, with no training on the bank’s data.
Is Arabic supported?
Yes. Totalix ships in 37+ languages including Arabic, with right-to-left layouts and real-time translation of Arabic voice as well as text.
Can agents help customers who open accounts remotely?
Yes. In August 2026 the CBE approved rules for a digital financial identity platform that lets customers open accounts and update their details remotely. With AgentNow, an agent can move a customer from chat to live video when they need help on that journey; the identity checks themselves stay on the bank’s eKYC platform.
Do you work with Cisco in Egypt?
Yes. Upstream Works works directly with Cisco in Saudi Arabia and in Egypt, as well as with Cisco partners, so the Finesse integration is delivered alongside the bank’s existing Cisco estate.
